The Sr License Administrator acts as the primary Home Services subject-matter-expert on contractor licensing laws, regulations, and requirements. This position conducts extensive legal research and interprets statutes, regulations and licensing codes. This position provides research results to and collaborates with SHC Law Department attorneys and paralegals to validate interpretation of complex statutes and regulations. This position ensures license applications are submitted and renewals are made before expiration. This position supports Home Services units in obtaining new or renewed contractor licenses. This position communicates extensively with State, County and Municipal licensing boards and regulators.

Job Requirements

  • Analyzes, interprets, and summarizes licensing laws and statutes to identify options especially when licensing requirements are silent or gray; independently consults with and informs the SHC Law Department; recommends optimal courses of action; and shapes license decision making.
  • Strategizes optimal use of license holders to satisfy regulatory requirements, contain expenses, and strengthen regulatory compliance; proposes policy changes
  • Serves as a principal consultant in coaching, training and developing Corporate Executives, and field managers' and on occasion Law Department attorneys to ensure understanding and compliance to contractor / trade licensing laws, rules and regulations at State, County and Municipal levels of government.
  • Negotiates independently and directly with regulatory authorities on translation of licensing statutes and regulations as well as resolution of alleged breaches of federal, state or local licensing laws. Identifies and takes necessary corrective actions and steps. Addresses impairments to license acquisitions by negotiating solutions with licensing board/commission/agency staff members or director to include, but not limited to, waiving requirements or providing alternative documentation.
  • Acts independently to acquire appropriate documentation and attachments, and submits to licensing authorities and regulatory bodies to ensure Home Services businesses including Sears and A&E legal entities are properly licensed and compliant to laws, rules and regulations.
  • Evaluates proposed new statutes or regulations pertaining to Sears Home Services business for impact on Company and reports determinations to manager and Law Department.
  • Manages bonds acquired for various Company contractor licenses by monitoring changes in Bond amounts, due to changes in statutory/regulatory requirements, communicates bond requirements and obtains approval from Sears Risk Management to alter or acquire necessary bonds and collaborates with Company s third-party bond agency to obtain Bond Rider or cancel/ issue new bond.
  • Collaborates with Law Department/Tax Department to ensure updated Secretary of State (or similar) company filings of current officers, as necessary, to satisfy licensing agency requirements
  • Completes assigned compliance and license related projects to expand the Home Services licensure knowledge base on contractor / trade licensing and code enforcement
